Mr. Markku Kinnunen, Research in energy and climate policy preparation focuses on how public policies are designed, implemented, and evaluated to address long-term sustainability challenges through effective governance and regulatory instruments. It examines the interaction between climate targets, energy system transformation, and policy stringency, particularly their influence on investment incentives, security of supply, and system resilience. A key theme is the alignment between democratic processes, stakeholder participation, and policy outcomes, including public consultation and institutional accountability. The research also analyses incentive-based regulation of natural monopolies, especially electricity distribution systems, and its impact on reliability and quality of supply. Comparative policy analysis is used to assess national responses to supranational climate commitments and cross-sector policy coherence. Methodologically, the field integrates economic analysis, regulatory theory, and empirical evaluation to balance environmental ambition, economic efficiency, and social acceptance in low-carbon transitions.
